Basic Laws

Instead of a standard constitution during Verdis’  provisional government, Verdis instead uses a list of Basic Laws which serve as the country’s uncodified constitution until the provisional government disbands and a newly drafted constitution enters into force.

These basic laws are only in place during the provisional government, with more expected to be added

Basic Laws of the Free Republic of Verdis

Article I — Supremacy of the Basic Laws

These Basic Laws sit as the highest laws in the Free Republic of Verdis. They stay in place until elected leaders step in and a permanent Constitution takes over.

Article II — Citizenship

The Provisional Government has the right to decide who is a citizen of the Free Republic of Verdis, including but not limited to the laws of naturalisation, or if it’s revoked. Decisions follow the law and put the interests of the Free Republic of Verdis first.

Article III — Powers of the Provisional Government

The Provisional Government holds every executive, administrative, and legislative power it needs while developing the Free Republic of Verdis, including keeping order, protecting the independence of the Free Republic of Verdis, and the responsibility of the welfare of citizens of the Free Republic of Verdis

Article IV — Rule of Law and Justice

All decisions, whether they are decided directly by the Provisional Government or institutions of the Free Republic of Verdis must respect and abide by natural justice, fairness, equality, and legality.

Article V — The President of the Free Republic of Verdis

During the time that the Provisional Government is in power, the President is both Head of State and Head of Government of the Free Republic of Verdis. As Head of State and Head of Government, the President can appoint, dismiss, reassign, or replace the Vice President and any cabinet member.

Article VI — Authority of Government

Until the first election installs a new government, the Provisional Government is the sole legal power and representative of the Free Republic of Verdis, governing the country and its institutions.

Article VII — Duties of the President

The President is responsible for managing the Provisional Government, primarily the cabinet and the Vice President of the Free Republic of Verdis, and is also responsible for overseeing all state institutions, and represents Verdis internationally, maintaining dialogue and representation with foreign countries, organisations, or any other outside actors and entities.

Article VIII — Delegation of Responsibilities

The President can assign powers and duties to the Vice President or Ministers to boost governance efficiency. Ministers are responsible for the departments or institutions that the President gives them to manage and maintain.

Article IX — Validity of Government Contracts

All contracts, treaties, or legal agreements that are made or signed by the Provisional Government are valid and legally enforceable to carry out state functions.

Article X — Elections

The Provisional Government will organise the first elections at a reasonable time, once the Provisional Government believes the country has made enough development and preparations to do so. Following this period of development, the Provisional Government will remain in power for a minimum of four additional years before elections are to be held. The process will be fair, open, and transparent and free, making sure the voices of citizens are heard and their votes are counted.

Article XI — Transfer of Power

As soon as elections have been held and a new government is sworn in, the Provisional Government steps aside, handing all authority and power to the new government.

Article XII — Continuity of the State

Anything legally done by the Provisional Government such as laws, appointments and contracts stays valid unless the newly elected government change or repeal them.

Article XIII — Protection of Sovereignty

The Provisional Government will take any steps that are required to defend the Free Republic of Verdis’ sovereignty, borders, independence, and security from threats to the country.

Article XIV — Public Administration

The Provisional Government can create and remove ministries, agencies, commissions, or any other type of government institution needed to govern the country.

Article XV — National Symbols

The Provisional Government is responsible for the management and adoption, and the replacement of the Free Republic of Verdis’ national symbols, flags, seals, anthem, and other official state emblems.

Article XVI — Official Acts and Decrees

Orders, acts, decrees, and regulations from the President or Provisional Government carry the force of law of the Free Republic of Verdis during the operation of the Provisional Government, as long as they don’t break these Basic Laws.

Article XVII — Amendment of the Basic Laws

The Provisional Government can change or update the country’s Basic Laws whenever needed to keep governing and protecting Verdis until the permanent government takes charge, and a new constitution has been voted in.

Signed and enacted on this 28th day of May, 2026.

Many of these basic laws are expected to change once the provisional government has deemed that Verdis has made enough progress in state development. These basic laws are provisional.
